Kemal Kaptaner, General Manager of Kültür AŞ, an affiliate company of Istanbul Metropolitan Municipality, delivered a speech in the first session titled “National Policies and Information” at the KAM'18 Library, Archive and Museum Managers Congress.
Kaptaner emphasizes that social media and search engines pump information at “face value” rather than proving factual and reliable information and goes on to point out that Kültür AŞ delivers information to the masses in various media such as books, music albums, cartoons like Istanbul Guards, and cinema films. He also draws attention to how Kültür AŞ contributes to the generation of knowledge in line with national policies.
KAM'18 Library, Archive and Museum Managers Congress and Fair was held in Antalya on November 29 - December 1, 2018 with the main theme of “National Information Policy” and in collaboration with other concerned institutions and organizations, chiefly the Ministry of Culture and Tourism. Kemal Kaptaner, General Manager of Kültür AŞ, an affiliate of Istanbul Metropolitan Municipality, and Salih Doğan, Museum Manager of Panorama 1453 History Museum, also participated in the congress as speakers.
Emphasis on the distinction between knowledge and information
The first session of the congress titled “National Policies and Information” was held under the moderation of Prof. Fahrettin Özdemirci and with the participation of İskender Ermiş, Department Head of the General Directorate for GIS Systems, Ministry of Environment and Urban Planning; Kemal Kaptaner, General Manager of İstanbul Kültür AŞ; Ali Rıza Altunel, Deputy Director General of Cultural Heritage and Museums; and Hüseyin Murat Yücel, Department Head of Atatürk Supreme Council for Culture, Language and History.
In his presentation, General Manager Kemal Kaptaner pointed out that the people feeding on the information from social media and search engines are “pontificates” and shared his views on the matter: “Knowledge and information are two different concepts. We live in the age of information, but not that of knowledge. Social media and search engines pump information at “face value” rather than proving factual and reliable information. Unfortunately, people who feed on these sources turn into “pontificates”. “Enformatik Cehalet” (Informatics Ignorance) authored by the former Minister of Culture, Nabi Avci pointed to this danger as he published his book in the 80s. Therefore, we as Kültür AŞ strive to relay information to the masses via a wide variety of media. We contribute to the generation of information in line with national policies through published books, music albums, cartoons like Istanbul Guards, and cinema films.
